Frances D. Havens, 94, of Grand Island, NY, passed away on July 15, 2026, at Kenmore Mercy Hospital in Tonawanda, NY. Born in Niagara Falls, NY, she was the daughter of the late Ralph and Francesca (Gallo) Penale.

Fran was a 1949 graduate of Niagara Falls High School. On October 24, 1959, she married Miles E. Havens, who predeceased her on December 13, 2019.

Fran was employed for 28 years with the Town of Grand Island Water Department in Billing, retiring in 1991. She also worked on an on‑call basis for the Grand Island Credit Union for 16 years, where she served on the Board of Directors for 9 years. She was active with the Grand Island Republican Committee, volunteered with Cancer Wellness, and dedicated time to Our Lady of Fatima Shrine.

Fran enjoyed vacationing in the 1000 Islands with her husband and had a lifelong love for her dogs and cats. She was a longtime supporter of St. Jude Children’s Research Hospital. She enjoyed golfing and bowling in leagues and proudly developed a ladies’ golf league, “9 to 5,” at Beaver Island Golf Course. Known for her cooking and baking, she delighted in preparing food for parties and planning outings for the women at Grand Island Town Hall.

Frances is survived by her grandchildren, Jenne Carlisi, James (Rebecca) Havens, John Havens, and Jason Kraft; and her great‑grandchildren, Tessa, Carmella, Marina, Luciana, Gina, Christina, R.J., Joseph, Theresa, Faustina, Francisco, Augustine, and Issac. She is also survived by many nieces, nephews, and cousins. In addition to her husband of 60 years, she was predeceased by her grandson, Justin Kraft, and 11 siblings.

Visitation will be held on Monday, August 3, from 3 – 6 PM at M.J. Colucci & Son Niagara Funeral Chapel, 2730 Military Road, Niagara Falls, NY 14304, with a Rosary Service beginning at 6 PM. Frances’ Mass of Christian Burial will be held on Tuesday, August 4, at 11:30 AM at St. Stephen’s R.C. Church, 2100 Baseline Road, Grand Island, NY 14072. Everyone please assemble at church. Entombment will follow in Gate of Heaven Cemetery, Lewiston, NY. In lieu of flowers, memorial offerings may be made to Our Lady of Fatima Shrine or to the Erie County SPCA.
